We had a much larger CIA presence in the old USSR then we have in Iraq. Also their weapons programs where less secret. Sure they had a lot of secrets but they also paraded new weapons systems through Red Square, and built large fields of missile silos that could be easily detected from air and space. Furthermore we never knew exacly what the Russians had. With the benefit of hindsight its possible to see that we often thought the Soviet Union was better armed then they where. OTOH sometimes we underestimated them.

Tim, I bet Bush and company know a lot more about Saddam's arsenal than you think. And if Bush doesn't know exactly the amount and kind of weaponry, then the Israelis do. And I also bet you that there has been little build up in Saddam's weaponry since the Gulf War. It takes a lot of money to make nukes and even biological weapons.....something Saddam doesn't have a lot of.

Bush wants to take Saddam out because his father failed to take him out then years ago.
