If you notice rates at the time of the selection went up dramaticly.
Thatb little dip in early 2001? If you notice, that looks like any other random fluctuation on that graph. One of the smaller ones in fact.

Dramatic? Hardly.

Rates at all ends of the term spectrum are down to historic lows. Todays yield curve is way below that of the mid 90's. Have never thought of crediting or blaming an incumbent for low rates. The government "controls" only the short term discount rate and the overnight fed funds rate target. Longer term rates are down because of the economic crisis and the lack of signs of inflation.
