The question is, which scenario makes it more or less likely that a stray nuke will go off in Manhattan, this one or doing nothing?

I would say that the more involvement and presence we have in the middle east - particularly involvements like extended occupations - the more likely it is that we will be targeted. I think it exceedingly unlikely that Saddan would, even if he had a nuke, send it to Manhattan. He doesn't strike me as the suicidal sort; only to happy to send others off to be martyred, none to eager to do it himself.
