You must be talking about white collar criminals, you know there is a very thin line between crime and business, between genius and mentally ill. Comes to dollar value which we can translate into lives saved, little killers don't even come close to the damage done by white collar. There are so easy ways to stop the 90% of the crime, but again the law society needs the criminals too much, gov't might need the addicts again to run another contras operation, crack cocaine was a good example. Yeh, I believe those guys still choose the action. An addict - hardly. Beside, government would run out of one war.
