Is this saying that if you don't use x86-64 you will only get a 5% IPC improvement?

I am not sure, but I think it just relates to 64 bit code, ignoring onchip memory controller and improvements in L1/L2. The 5% IPC improvement is probably from increased paralellism and improved branch prediction, 15% from reduced instruction count.

I think there is going to be an improved IPC on 32 bit code, which includes the 5% IPC improvement due to increased parallelism and branch prediction + improvements due to improvements in L2 / onchip memory controller.
