If the Canadian defense minister did give out a sharp rebuke it wasn't contained in that quote. "As it stands now, it seems very unlikely that we would
participate in a war against Iraq.", does not amount to a sharp rebuke or even a mild one.


You heard what Rumsfeld said yesterday...."the president didn't ask them". The pre-emptive nature of the remarks I think is what makes them sharp rebukes. They are all saying don't bother asking...or at least setting an expectation that maybe "the president should not ask".
