In terms of the amount used and who, I don't think that is made public.

I believe the entire amount is used for market intervention. This is the implication of what is said on the FOMC site. What I don't know is if the organizations using the funds are banks (which I assume many are) the extent to which they are able to consider the amounts reserves and therefore the can "create" a larger amount to use based on the fractional reserve requirements.
