I suspect he was talking of impartiality in the political realm. The Speaker was, I believe, a political journal. One must take quotes in context.

Let's take his quotation in connection with the quotation of, say, Ayn Rand:
"To discuss evil in a manner implying neutrality, is to sanction it."

I think they were saying much the same thing.

Though it sounds as though you might agree with one of Chesterton's early teachers (he didn't learn to read until age 8) who told him, "If we opened your head, we should not find brain but only a lump of white fat."

IMO, it was much more than that.

Have you ever read his Ballad of the White Horse? Wonderful stuff for those who like that kind of stuff.
