The info about the Tonkin Gulf incident being faked WAS highly classified. The gov't went to court to try to suppress publication of the material- -and lost. They then tried to prosecute the guy who surface it- -and got their heads handed to them again. This sort of scheming doesn't seem to work well. At least lately. It probably worked quite well for the Spanish-American War.
