Beats me, I wasn't there. OTOH Clinton was the CIC. It had become a UN operation.

It's late September, a crazy month, without equal in my entire life. I christen it "mortar month" because of the daily barrage of mortars that fall onto the Embassy compound where I'm working most of the time. The U.N. has decided that General Mohammed Farah Aideed is a "bad guy" and must be punished. In order to capture him, U.S. and U.N. troops are searching the city, pissing off the local population in the process. Aideed's militia, the Somali National Alliance (SNA) is responding by chucking half a dozen mortars at us every day and by ambushing U.N. and U.S. patrols. The whole thing is rendered absurd by the fact that "arresting" Aideed is both pointless and virtually impossible.
