I do wonder at what concept of energy security you are talking about. When there is no security issue any oil is just like any other oil.

When there is a limitation changing the destination of a tanker is a trivial operation.

Energy security is the ability to have access to a reliable source of energy. If one controls a source one has energy security for the time it is needed. At other times the most efficient distribution rules should be in effect.

I think it is a silly expense to implement all kinds of special rules for plus or minus a tanker of oil.

Thanks for the write up it was detailed. But, what I don't understand is are you saying we export oil to Japan at a higher price then import to California at a cheaper price? That doesn't necessarily wash. I understand the resistance of an oil company not wanting to dump their oil into a geographically isolated region. If they can export through the Saint Lawrence seaway year round then that's fine, but I can't remember if we have year round capability from that point. I want as an business person to be able to ship that type of commodity anywhere anytime. Supply / demand economics tells me not to limit my demand capability, otherwise it doesn't make sense. Yes I want ANWAR sources to be available world wide, it gives us they more ability to counter an OPEC type Cartel. AND, in the event of security crises we then have the ability to keep the oil on our shores and depend less on the like of Saddam. Also as we increase our oil independence capability it tightens our grip on Saudi Arabia and others Mid Easterners collective scrotom, then we don't have to cowtow the madman of the month regeme there.

Yes it does, drilling it and putting it into the supply chain helps us. It's not drilling it at all where we as US citizens are not served.
