Reagan did it and the tax base increased.
Reagan cut taxes and the deficit exploded! The Reaganistas consistently forget that Reagan just raised taxes on our grandchildren instead of paying for purchases. All he did was engineer a massive transfer of wealth through time in the hopes all his supporters would be dead when the bill came due.
