VIX is measuring supply and demand. MM's sell options for what the market will bear. When folks are not eager to buy puts, the discretionary component in the price has to drop -- volatility. You make a good point about shorting into rises.

As folks here know, I am more interested in divergences in VIX and cousins than I am in the actual numbers. It's mildly shocking to me that VXN and QQV did not make a run at the mark that was set for the September low, even though the price lows were "breached, and deeply".
