True and this responds to others who have posted to you about this subject, however you said to me he was working under President Bush's (elder) plan which was conceived in 1992.

General Powell was adamant that the US would not be involved in a disarming campaign. This was a prudent and necessary component of the US demands to join and initiate this campaign. They were being pressured by Gali to accept a disarming program. The US refused this attempt and the UN backed off.

We joined the UN campaign and President Clinton acquiesced to Gali for the disarm program. It caused nothing but problems after it was implemented.

So, when you say President Clinton was working from the President Bush (elder) 1992 plan of action, that is incorrect. He deviated from the original plan and therefore created his own plan of action in the spring of 1993.
