I think Stoiber would surprise you with a radical new economic program

True - Bavaria where Stoiber is "governor" currently is the most prosperous German state. But he is not known for radical steps. A gradual improvement of structural deficits will stick better.

without too much cutting from defense

For the election campaign Stoiber has assembled a "competence team", key politicians who are likely to become ministers if Stoiber wins. His specialist for foreign and security policy is Wolfgang Schäuble. Schäuble is the best strategist of the conservatives. He was one of the architects of the reunification and the "prince" of Kohl. Unfortunately he was attacked after a speech and is paraplegic since. But he hasn't given up and continues his career in a wheelchair.

Schäuble recently said that defense spending would increase with a Stoiber government.

As for the flooding, I read about Saxony

Fortunately the worst is over. Damage estimates have reached USD 25-30 billion.

I hope they get back on their feet soon.

I am optimistic. The people in Saxony historically belong to the most industrious Germans. Some economists say that the rebuilding effort will actually be a boost for the economy. Shares of construction companies have appreciated considerably.
