You would not expect him to say "I made some really bad investment decisions and hope the prices on these stocks move up enough so that I can get out of them"."

I suppose you made up my point. There is also an abnormal investing plan that goes on here. He can average down with the capital of the people in the mutual fund. I suppose there is a limit to his ability to buy but it is very large. The average private investor could never average down that much. His comments about an opportunity to buy more are not what would be appropriate for an indivudual making large speculative bets. Typically, averaging down does not work well for mose individuals regardless.
