OK, I think I found what the administration is relying on - Congress authorized the use of force in order to implement UN Security Counsel Resolution 678. In that resolution, Article 2 authorizes member states (that's us) to use all necessary means to restore international peace and security in the area.

Ok, thanks, CB. That linked worked and I see your reference. It's, however, ambiguous as to how it might relate to the present situation. So I think my comments about the curses of ambiguity, so far as the Bush folk are concerned, still appear relevant.
