I agree that Congress should fulfill its responsibilities, one of which is the Declaration of War when necessary. The last Declaration of War however was December 11, 1941 against Germany, which was 3 days after our Declaration of War with Japan on December 8, 1941. The US Patriot Act was a poor substitute for a Declaration of War by Congress following the September 11, 2001 attack.
