A sitting President does not need the approval of Congress to declare war on a foreign state or entity or group of people calling themselves El do do as long as that body poses a threat to the national security etc of USA, if Congress has a problem with the presidents actions in that regard then they can with-hold funds which would be sorely needed to conduct a war effort or a mini war effort.........

I suspect that what with G Bush having called a DOD meeting last week at the Texas ranch and meeting with the Saudi Ambassador Yesterday and today that we are very, very close to a major event happening in the Middle East, specifically making a military move on Iraq.
