My understanding of the nuclear power plant the US is building in North Korea is that it does not contain or generate material which can be used to make nuclear weapons. No idea whether the same is true for the Russians, but the Russians are pledged to inspect the plant regularly.

BTW, you left out the fact that Russia also has a contract to provide Iraq with nuclear plants -- yes, all three "axis of evil" countries.

Why is the USA beating on Russia for exporting nuclear power stations to Iran while backing a plan to put nuclear power stations in North Korea.

Because the North Koreans were already pursuing atomic energy and we couldn't stop them without involving China in a confrontation. And China couldn't stop them without Korea threatening to create an incident involving the US.

So we decided to offer them a "quid pro quo" where we agreed to help them build two "light water" reactors that are more difficult to extract plutonium from than the graphite reactors they were pursuing.

There's obviously a great deal of oversight involved as well...

Btw, Including N. Korea into the "axis of evil" speech was likely Bush's way of drawing the line in Pyongyang... Those guys have been dragging their feet every step of the way toward creating peace with the South, and probably needed a little "coaxing".

I don't expect them to remain on the list for long if they do what need to do.
