Most DP advocates I have run across want the penalty to be applied justly (meaning kill only the guilty). If very many of the innocent are killed, very soon there will be no death penalty.

And is it not only necessary for it to be applied "justly" to be "effective," but also to be ethical? Do you also believe that?
