Before Bush can begin hostilities, he needs to have justification. That's what Cheney is about. They're not trying (rather unsuccessfully) to justify a conflict that they've already started.

Oh, Carl, you couldn't be trying to weasel out of our bet, could you? You're better at keeping track of posts than I am, but my recollection is that I posted that I believe we've already started covert ops - which you agreed with - and then I opined that I thought attack was imminent, before the end of the year, maybe as soon as September or October. And I believe you opined that we were not going to attack, nohow, no way, because we did not have a consensus or world support. You might have added that if we had a consensus and world support we'd attack in 2003, or maybe that was someone else.

I've also posted that immediately prior to, or simultaneously with, attacking, we'd reveal our justification, but not sooner. No point tipping our hand.
