So let me get this right...Bush approved a piece that urges him to not take unilateral action when he has been talking about keeping that option open now for months?

I think every president keeps "that option" open -- Clinton certainly did (remember, he failed to even make the required 60-day notification to Congress). But I've seen no rhetoric out of Bush that indicates he INTENDS to go to war without congressional approval. The fact that he today announced the he could do so legally is of little consequence; everyone already knew this -- the liberals who argue otherwise are simply trying to get more power, which they'll fail at.

The ultimate resolution to this problem is still likely to be insertion of weapons inspectors into Iraq. I know this wouldn't make sense to you, but sometimes it is necessary to threaten war to get what you want (remember, Reagan won the Cold War on what amounted to a bluff). We're negotiating. Many liberals (and a few conservaties) have their panties all in a wad about it, which makes it more difficult for Bush to negotiate with one voice. So he has to play a harder form of ball.

As I've mentioned before, everyone needs to take a deep breath, understand that we have the best foreign policy team in 20 years, and let them do their jobs.

Bush 41 had nothing to do with it, I'd suspect; I've seen no indication he has even the slightest involvement with the current administration's operation.
