I believe the Russians will be processing all of the spent fuel from the Iranian plant, so I'm not particularly worried. They certainly don't have any interest I can think of in permitting Iran to obtain plutonium from it.

And I'm not opposed to Iran and Iraq possessing nuclear power plants eventually under more moderate regimes, though I would prefer them to be something like a pebble bed module reactors which are the latest design and very safe and secure (regarding accounting for spent fuel).

I just don't see where it merits the risk of permitting either of these nations to possess nuclear reactors without some guarantee of ongoing inspections and oversight. And I don't think I'm particuarly keen on the technology transfer that is taking place since it can be perceived that such nations can be as nasty as they want to be and still obtain such technology.

Besides, natural gas power plants would be far more economical for them given the natural resources they possess.

But I can't blame the Russians for seeking the hard currency that comes from building Nukes for Iran and Iraq. And I'm sure that so long as they get paid, they won't be particularly upset should the Israelis decide to bomb it before it goes into operation.

After all, the Iranian hardliners have threatened to attack Israel with nuclear weapons.
