Sounds like this was what debka was talking about when they claimed that there was a new bomb that would "locate" and disable electronic equipment.

Yes. Right after Debka reported it, I posted a corroborating link from a science site, and someone else posted a corroborating link from someplace like Popular Electronics.

No corroboration for the assertion that we took out Iraq's Chinese fiber-optics systems, or that we flew over Baghdad just to show we could, but it's not exactly the type of thing either side would be advertising at the moment. But the Telegraph says the weapons are not fully developed yet.

I never heard of Matra Bae before. Learn something every day.
