In total agreement. Very clearly stated. That's the problem of democracy: The guy to get elected have to use the man on the street talk to get elected, with the side effects you mention.
Compare that with the autocrats of Asian, no need for campaigning. No damage done, but again there is side effects on that too.

In the case of Brazil the actual Central Banker is credible and the administration had brought in the candidates to get in tune with the investment community and this seem to have been a successful move.
