There is no doubt that people within positions of power will exploit whatever opportunities they can in this process. It could be the awarding of business to someone who repays the favor later. It could be oil profits. Such motives exist in all wars, even if the first motive is honorable. It is not broad conspiracies I disdain but limited ones that are smaller and escape detection more easily.
