tippet the issue is much more severe and I think that Israel can not take care of it for a variety of reasons. A gun in the hands of a law enforcement official is of no threat to the population at large but a gun in the hand of a power hungry rutless person is out right dangerous. (hope the analogy helps) Bio and nuclear toys are not long range cannons as such the damage he can inflict is very substantial and the chain reaction horrible.
