Cogent does NOT use Level 3.
I recall someone had posted something about cogent indicating on their site that they use Williams and Level 3. Well, it turns out that was the original plan, and as far as the Sales people know, Level 3 is not being used. So what was on or is on their site was/is old information and completely correct. However, their offering of ONLY $10 per Mbps is real, and they have accumulated thousands of customers for it.

That means you got $10 per Mbps cost from Cogent and others, and $100 to $400 cost from Level 3.
Level 3 will not survive by depending on that kind of price offering. As contracts expire, companies are leaving, and more and more contracts are expiring.

Also, Cogent bought some other large national ISP's (went bankrupt) network recently, and so they have that now too, and their existing fiber leases. Basically, they have their contingency plans in place.
