Preparations are under way on other fronts. It was reported yesterday that President Bush's legal advisers have decided that he does not need to seek congressional approval to go to war with Iraq, because the mandate his father was given for the Gulf war 11 years ago is still in force.

This does not bode well for the camp on this thread who believe the administration can present credible evidence linking Iraq to al-Qaida. The congressional resolution passed following 9/11 was very narrowly defined to authorize military force by the president against any nations, organizations, or individuals tied directly to those responsible for the acts of 9/11. The mandate used to justify war against Iraq from eleven years ago is related to Saddam's non-compliance with those terms but is not incumbent upon the president's case of imminent or mortal threat to this country. It is a legal distinction to wage war against Iraq now without current congressional authorization.

Such pity.
