Yes, indeed. However, it takes fifteen years for a plan that is supposed to last ten years and another five years to muddle through the appeals on that. The ecoterrorists have plenty to do.

Without them, we could manage as you say. Thinning is often economically marginal. I've done many economic analyses on it, and trees that are a bit off the road can't pay their way out of the woods oftentimes. It's a big challenge.

A long term term plan of decades. I'd say forests can be managed or positive objectives and mis managed for the wrong objectives. Different forests in different stages of life would have different methods applied.
