The only reason casualties were low in the Gulf War and continue to be low in Afghanistan is because the former was a tin pan dictator with big appetites and little to back it up.

You're nuts. Iraq was one of the several larger militaries in the world when we defeated them with a total of about 300 casualties.

I would not discribe a president that brought tax levels to their highest point in US history to be a "conservative when it comes to financial expenditures"

Reagan's expenditures built a lot of what we have to fight with today, esp if you consider the research and development cost not just the actual weapons systems. But even with just the weapons systems a lot of the tanks and ships and aircraft that we have today where built during the Reagan administration.
