The DC schools are supposed to have a very high rate of long term substitutes (who do not need credentials- thus compensating for the lack of qualified teachers, who do not want to work in DC schools), and teachers on emergency waivers (meaning these teachers have not been through adequate teacher training).

Spin or no spin, the Kozol book is full of facts. East St Louis was just awful to read about. Money ethically spent would fix most of the problems, especially if programs were put in place to compensate for defective or non-existent parenting. Much cheaper to pay for kids to learn, than prisons (imo).
