Warnings against going to the Philippines would hardly have made much difference to the victims, all of whom were Filipinos. The question of why they were going door-to-door, selling either cosmetics or Christianity (depending on whose account you choose to believe) in a town notorious for its Abu Sayyaf presence remains, and I have yet to hear a good answer. It's pretty well known as a place to avoid.

For the record, the State Dept. advisory on the Philippines is really pretty ridiculous; most of the country is as safe as your backyard. There are places to avoid, as there are in most countries. That doesn't make the country unsafe.
