You nailed it. Flappy hasn't a clue about the legal biz. he's trying to help that moe-ron richie with his nonsense about a bar association being a "union".

Even in a small state like NH, the legal market rates in Manchester and the legal market rates in Portsmouth are quite different....

Only a naive person would assume there are no "gentlemen's agreements" in regard to legal fees. It's just an extension of Joe Working Man Consumer having to hire a lawyer to draw up a simple will, having to have a lawyer present at a house sale closing, having to hire a lawyer to do a title search, etc.

It's just a form of featherbedding.
