Terrorism is a police matter, in my view ... it's crime, and against crime you do policing ... now if you have to suddenly do a lot of that policing, or you have to go somewhere and root out nests of criminals in a wholesale manner, then it would be reasonable to use your military until the police could catch up, and in any case to keep your military well coordinated with your police ... the mounties are a quasi-military force, somewhat less so in latter years but still quite effective when properly funded

What is not reasonable, is to permit within your borders armed troops of the planetary hegemon ... under any pretext whatsoever ..... this is what your military is supposed to be guarding you from, for chrissakes

There is a lot to your third option, i agree .... largely the battle against terrorists is one of information, so one of the things we give up first in the fight is our own right to privacy ... which we must do, but not beyond a civilised canadian extent ... we cannot permit to happen here what takes place south of the line - without us, to whom would reasonable people down there look for example
