Regarding PCS's "absurd " pricing, IMO this perception could change considerably if there was a little indicator associated with the connection software which indicated how much data is "left" under the current pricing plan - like a battery indicator - a tiny % bar chart. Eventually people would get a feel for how long the "battery" will last and how fast it "goes down" under various usage scenarios. With the up to 400kbps effective connection speed I think PCS's service should be quite popular. As an alternative, a flat pricing scheme should work well too and if PCS is avoiding this for fear of getting inundated, I'd wait for the inundation to happen then come out with a metered rate.
