It's plentiful and we own it here.

It could be that even if fuel cells could be profitably powered from coal resources, but it turns out they could be powered cheaper by something else (perhaps wind generated electricity in the ocean separating hydrogen from sea water), then the coal industry is just as likely to squash all fuel cells rather than risk being the less preferred technology. Same with other alternatives if the same pattern of donations and influence guide basic science and technology.
