TP exemplifies the class hatred that the Marxist/Leninist left thrives on. Their key tool for clinging to power is cheapening the voter pool, a trend that has peaked, and will decline from here, thanks to the exposure of their massive vote fabrication fraud in 2000.

There just aren't enough cigarettes in the world to elect another Democrat president for at least another generation...

Don't worry, I'm not scrounging.

When the Chinese civilization was at it's peak, assignments and postings were made from anonymous test scores. Not only was the name not revealed, but no personal interviews or sponser recommendations were used. This eliminated cronyism.

Of course no system perfectly translates across culturs and eras, but I think the answer lies in an open process. This invariably leads to some sort of regulation as the worst offenders most want secrecy to cloak their actions.
