Very minimally. Your talking about a few degrees warmer over a very small percentage of the earth. Few urban areas are as big as Tokyo in terms of population. (Cities that are bigger in terms of size but smaller in terms of people would perhaps warm a bigger area but less intensely).

Also whatever the article is about it does show how temperatures have risen more in urban areas and supports the idea that this fact could exaggerate the measurements of global warming.
