I agree, there's usually some time spread between the announcement and the fact.

I wasn't referring to the time. I was referring to the difference between the amount of stock that is bought and the amount that was authorized to be bought.

You have any thoughts on the M&A part of my query?

No, I don't focus on M&A stuff.

If investors buy high and sell low, maybe companies do too!

Yes, they often do. They especially end up selling low when they're strapped for cash and have no other reasonable alternative.
