Paul what a doom and gloom scenario you paint; at first read it makes me sick to my stomach, until I read your post again.
Where an obvious contradiction lept out, which negates in part your entire premise. You said;
"Creativity, the only thing the country has left, will be stymied by R&D cutbacks"
To me Creativity is everything, we are on the verge of creating entire new industries in Energy, Automobiles, Media, Drugs, etc. You must have no awareness of any of this, so the rest of your comments of doom and gloom are somewhat forgiveable. Cap Ex flowing from 1998 to 2001 is barely reaching the point where it is becomeing productive. Realignment of markets are underway, and the capital flow proves this.
Go up to Auburn Hills MI if you dont believe me, revolutions are going to happen, and in the face of these revolutions, the markets are rotating capital. SMART money knows where the chances for profitability and growth are most prevalent, dumb money sees old leadership as struggling precisely because of the absence of Creativity and Productivity.

The markets are about discounting future value; right now the markets have the Best and the worst of our future priced equally. They do this as a way to discourage competition for the best of whats to come, or on the other side, because they want to give hope to those that have not kept pace, and keep the ill informed looking for a rebound in places where the odds favor chance ( the Creative element).

See the economy through better eyes, and in doing so end some of that cynicism.
