They have "moved toward" but have much to go on a P/S, P/B basis which is the appropriate measure, IMO, for this sector at trough levels. Maybe I have missed something, but I am surprised that PEG discussion still dominates this thread. Usually this thread is at least one step ahead of the analysts unless they are using PEG for cyle bottom valuations. Good luck.
