Ignorance, foolishness and crass stupidity are enough for most things.

I think the oil interests were the unintended beneficiaries of Saddam's crass stupidity. But even the stupid learn. And Saddam is learning a thing or two, such as the freedom of action nukes will give him if he wants to have the Second Gulf War take place.

This is why it is vitally important to emasculate him now, with or without the help or approval of friends.
