it sez "nokia series 60 platform" and appears to be an API from nok, but I don't know if it is chipset independent or not.

Does this mean that samsung is going to crush nokia sooner or later?

It is one of the 4 reference designs for Nokia platforms that Nokia builds its phones to regardless of technology. These reference designs are described here:

While these elements are pretty much firmware based for the Series 30 or 40, the Series 60 and 80 (communicator) are essentially software.

The Series 60 elements that Nokia is licensing are the application engine and UI library.

The Series 60 software elements integrate with the Symbian OS which is licensed separately from Symbian.

Matsushita and Siemens have also licensed the Series 60 platform.

Licensees are provided with source and can modify it and relicense the modified source if they so choose.

The first Series 60 based product is Nokia's 7650 with color display and embedded camera.
