Tim, on the contrary, the new roads attract more cars and density increases quickly on them.

I've heard that theory before and I think its BS if by it you mean that building roads increases traffic density. Sure the density might go up anyway as the number of cars goes up and the new roads fail to match the increase but the traffic density increase would have gone up more without the new roads.
