Your whole position is identical to those who were afraid to declare war against Japan after they bombed Pearl Harbor... they argued that it wasn't really Japan who attacked Pearl Harbor, but just a few renegade Japanese militants, and that all we had to do was find those individual pilots and prosecute them as criminals... your argument is old and doesn't work...
