I wonder if Bush's "Containment Theory" isn't just the Perfect Answer ...

I believe the US does know what Saddam has been doing --(maybe/hopefully some on the ground in person capability, for sure listening to defectors, and don't forget about satellites, lots of them)...

So, in order to contain him for now as much as possible, toss out all sorts of seemingly conflicting opinions of what to do, causing the American citizens to wake up and at least be aware of the possibility, and in the meantime, call the forces together...wherever we need them...get the smallpox inoculations ready, discuss the situation with every nation in the world, behind the scenes. I think we are going to see someday that each of Bush's Administration have been very very busy indeed....and Powell maybe even the busiest.
