They could, I guess. It'll be more scalable in speed than just doubling the size of a single L1.

My only thought is that it will increase the die size more than desired. Right now, HyperThreading adds like only 5% more die size, according to estimates. Adding a second L1 (or even just a second L1 trace cache) would increase the die by another, say, 10%? That might be worth it if Intel decides to make HyperThreading standard on every desktop PC. But if not, that extra 15% of die area will just be a waste for the majority of customers out there.
