I am aware of two things in that quote, c. There must be either (a) a tie to 9-11 or (b) evidence of a plan for future acts of "international terrorism". I gather you are referring to the latter. The evidence you have offered so far relates to the 90s; I haven't seen any evidence that Iraq plans attacks against the US now. Have you?

As for harboring Al Q, I've not seen evidence Saddam is doing that. There is some evidence some Al Q are in Kurdish areas but no evidence Saddam is "harboring." Unless, again, you've seen something I have not.
